Strategies for transition from Operations to Decommissioning

An operator’s experience on a particular project was that there were expectations that there would be consideration of decommissioning plans 2-3 years before commencement, development of clear project plan from commencement through to completion and a consistent application of process and seamless transition from operations to decommissioning, However a change in strategy towards revitalized field exploitation meant that decommissioning activity was suspended and therefore preparations for decommissioning were not fully in place when CoP occurred. On this platform a “bow-wave” of inspections, maintenance and repairs was created by managing operations costs to a CoP date rather than a life of platform (including decommissioning) date.

Opportunities to reduce cost by pre-investment in well decommissioning were not realised due to the changes in strategy.

The lesson learned is that in future the operator will ensure that consideration is given to the interface between operations and decommissioning when planning maintenance of older facilities.
