Strategy change causing changes to decommissioning planning and readiness

One operator’s experience on a particular project is that despite expectations that there would be consideration of decommissioning plans 2-3 years before commencement, development of clear project plan from commencement through to completion and a consistent application of process and seamless transition from operations to decommissioning, a change in strategy towards revitalized field exploitation meant that decommissioning activity was suspended and therefore preparations for decommissioning were not fully in place when CoP occurred.

This in turn meant that opportunities to reduce cost by pre-investment in well decommissioning were not realised due to the changes in strategy.

The lesson learned is that in future, the operator should ensure that experienced decommissioning resources are in place well in advance of expected CoP and that there is continuity until decommissioning commences or an alternative strategy is confirmed and adopted.
